London shows up to Mr. Belding's office hours at his request. He lets her know that she's doing great in class so far, and casually mentions that he noticed her change in footwear. 
He tries to make a deal with her so that she could wear shoes that exposed her feet more often. Seeing this as an opportunity, London ups the stakes by asking what she could get if she allowed him to touch her feet, and eventually worship them.
